| Yea.. it's too easy to change your IP and email address.
While I'd love to have thousands of users on the site I'm quite happy servicing hundreds right now as costs are low and the more people you have the more problems happen. 
It would be nice to have at least a couple of rooms active though in addition to NHB. One way is to give free members more features but I also need to balance that with loss of revenue and more traffic (but more traffic could ultimately result in more revenue). It's a risk but I may be able to offset the costs with more advertising for non-paying members throughout the site and in the chat rooms.
Today I'm moving the site to a bigger server that has a faster connection and also triple the hard drive space. Next step will be to get the code sorted out so it's very easy for me to add additional servers in the future if demand grows.

Free is the economy of the web, as you know (see Wired magazine for substantiation how that strategy pays off handsomely)
1-3 free will grow so easily you cap the amount of users
